  16. 37 sailors killed on the frigate U.S.S. Stark in May 1987 by
  17. Iraqi missiles; between the State Department and the government
  18. of Iraq; totaling $27.3 million. The U.S. presented a claim to
  19. Iraq last year, and the negotiated compensation will provide
  20. survivors with sums based on each serviceman's length of service
  21. and the financial need of his family.
